Findings

This review of global fragrance regulations found that natural fragrances (like essential oils) and synthetic fragrances have different safety requirements, but countries regulate them inconsistently. The big problem: IFRA, the main fragrance industry standard-setter, has no actual enforcement power, meaning compliance is voluntary rather than mandatory.
