The EU requires these 26 named above a threshold because they are known sensitisers. That is the whole of what the law asks for — not a full accounting of the oil. They are also constituents of essential oils. No botanical is listed for them to have come from, and whatever is behind the word “fragrance” is a trade secret. So we don’t know, and neither do you.
A brand that formulates with whole essential oils has to name these constituents. One that keeps its blend behind the word “fragrance” does not have to explain it. A longer list here often means more disclosure, not more risk.
It is cagey not to list all of the ingredients. If it’s in the bottle it should be on the bottle.
